The Council of Europe Congress examines the application of the European Charter of Local Self-Government in Slovenia
A delegation from the Congress of Local and Regional Authorities, composed of rapporteurs Ulla Santti (Finland, SOC/G/PD) and Konstantinos Koukas (Greece, EPP/CCE), will conduct a monitoring visit to Slovenia from 17 to 19 December 2024 to assess the application of the European Charter of Local Self-Government in the country since the previous monitoring report adopted by the Congress in 2018. The rapporteurs will be accompanied by Professor Angel Moreno, President of the group of independent experts on the European Charter of Local Self-Government (Spain).
During the visit, the Congress delegation will focus on the follow-up to Congress Recommendation 421 (2018) “Local democracy in Slovenia”. Particular attention will be paid to consultation procedures with local authorities and their associations, the financial resources of municipalities and the conditions for exercising responsibilities at the local level.
The rapporteurs will meet with representatives of the National Assembly, the President of the National Council, the Minister of Public Administration, the State Secretary of the Ministry of Finance, the President of the Court of Audit and the Vice-President of the Constitutional Court.
The delegation will also exchange views with members of the national delegation of Slovenia to the Congress, representatives of the national associations of local authorities and municipal authorities from the capital city of Ljubljana as well as the municipalities of Celje and Tabor.

Slovenia ratified the European Charter of Local Self-Government in 1996. Countries that have ratified the Charter are bound by its provisions. The Charter requires compliance with a minimum number of rights, which form the European foundation of local self-government. The Congress of Local and Regional Authorities ensures that these principles are respected.
